Allstate Drivewise: Two-Way Telematics, State Rules, and Trade-offs
Short answer
Drivewise is Allstate’s telematics program. It measures driving behavior through the Allstate mobile app and applies two separate discounts: a participation discount at enrollment and a performance-based discount at each policy period based on how you actually drove. Drivewise is a two-way program in most states, meaning measured high-risk driving (hard braking, speeding, late- night driving, phone handling) can produce a higher rate at renewal, not just a smaller discount. California does not permit real-time telematics in personal auto rating under Proposition 103, so what Allstate offers to California drivers is a limited participation-style rewards program rather than the full performance-based Drivewise. Milewise, Allstate’s pay-per-mile product, is a separate option and should not be confused with Drivewise.1
What determines whether Drivewise is a good fit
- Your state. Drivewise is widely available but what it actually does differs by state. California receives a limited rewards version only. New York has its own filing-level limits on how measured behavior can translate into rate change3.
- Whether you drive late at night. Midnight to 4 a.m. is a weighted window. Shift workers, rideshare drivers, and anyone with routine late-night driving tend to see less benefit.
- How you brake. Hard braking frequency is the single most-cited factor among Drivewise participants who end up with a performance surcharge rather than a discount.
- Your phone discipline. The Allstate mobile app detects handheld phone use during trips. Drivers who routinely text or scroll at the wheel will see this reflected quickly.
- Whether Milewise fits instead. Milewise is pay-per-mile pricing, not behavior-based telematics. Very-low-mileage drivers may be better served by Milewise in the states where it is offered2.
How Drivewise works
A current Allstate customer enrolls in Drivewise through the Allstate mobile app or through their agent. The app begins logging trips automatically once Drivewise is turned on and location and motion permissions are granted. There is no plug-in device component in the current Drivewise design; the program is app-only1.
Each policy period, the app accumulates trip-level data. Allstate reports a running Drivewise score through the app and shows the driver which trip-level events contributed most to the score. At renewal, Allstate recomputes the performance discount for the next term based on the measured period1.
Drivewise and Milewise are different products. Milewise prices the policy as a small daily base rate plus a per- mile rate, so the final premium is a function of actual miles driven rather than measured driving behavior. Milewise is only offered in participating states and requires a separate telematics device in some. See Allstate’s Milewise page for product scope2.
What Drivewise actually measures
| Factor | How it is used |
|---|---|
| Hard braking | Braking events above a defined threshold are logged by the mobile app. Frequency is one of the most-weighted factors in the performance discount outcome. |
| Speed | Driving above a defined speed threshold is logged, with higher weighting for speeds well above the posted limit. |
| Late-night driving | Driving between midnight and 4 a.m. is logged separately. The late-night window is weighted higher than daytime driving because crash risk is elevated. |
| Phone handling while driving | The Drivewise mobile app detects handheld phone manipulation during a trip. Phone handling is a stronger negative factor on the performance discount. |
| Miles driven | Trip-level mileage is tracked. Lower annual mileage generally produces a better outcome, though mileage alone does not drive the full discount. |
Allstate discloses the broad factor set on the Drivewise product page. Specific factor weighting is proprietary and is filed on a state-by-state basis, so the same driving pattern can produce different outcomes in different states14.
Participation discount, performance discount, and surcharge
Drivewise applies at two separate moments in the policy lifecycle:
- Participation discount. Applied at enrollment to the current policy term. This is a small fixed discount for signing up and granting the app permission to measure driving. The exact amount varies by state per filings1.
- Performance-based discount. Applied at each renewal based on measured driving during the prior period. Allstate states that drivers can earn up to a stated maximum reflecting safe driving behavior; the published maximum varies by state. Most participants land below the headline cap1.
- Performance-based surcharge. In states where filings permit, measured high-risk driving can produce a rate increase at renewal rather than a discount. This two-way outcome is a core difference between Drivewise and State Farm Drive Safe & Save. See our Drive Safe & Save explainer for the contrast.
Progressive’s Snapshot program is the closest structural comparison: both are two-way, both include a heavier late-night-driving weight, and both measure phone handling in the app version. See our Progressive Snapshot explainer for a side-by-side read on the mechanics.
State availability and the California carve-out
Drivewise is available in most U.S. states, but the experience is not identical across them.
- California. California does not permit real-time telematics in personal auto rating under the Proposition 103 framework. Allstate’s product materials indicate that in California, Drivewise operates as a rewards-only program rather than a performance- based rating tool: California drivers may earn gift-card style rewards and feedback through the app, but measured behavior does not translate into premium changes at renewal13.
- New York. New York has its own filing- level rules on how measured telematics can affect premium, and the headline performance-discount cap differs from the national marketing figure. Verify the applicable cap at quote time1.
- Other states. Participation discount amount and performance discount cap are filed state by state. Factor weighting varies accordingly4.

Who Drivewise tends to fit, and who it does not
Fits well:
- Daytime commuters with low to moderate annual mileage who already brake smoothly and keep the phone down.
- Allstate customers who are already quoted competitively on the base policy. Drivewise is a lever on an Allstate policy, not a reason to switch to Allstate.
- Drivers who want the trip-level feedback as a self- improvement signal. The app surfaces hard-braking events, speed events, and phone-use events trip by trip.
- Multi-driver households that already have Allstate for the auto and property side where the base quote is competitive. See the main Allstate review for the broader financial-strength and complaint context.
Fits poorly:
- Shift workers, nurses, and rideshare drivers whose routine driving sits in the weighted midnight-to-4 a.m. window.
- Drivers whose job routinely requires phone use during trips.
- California drivers who were expecting the full performance-based discount model: the state offers a limited rewards version only.
- Very low-mileage drivers who would be better served structurally by Milewise rather than by behavior scoring2.
- Teen drivers on a parent policy where a surcharge outcome would hit an already high-cost policy. See our best for teens shortlist for alternatives.
How to actually evaluate Drivewise
- Quote Allstate first. Drivewise only matters if Allstate’s base quote is already competitive against GEICO, Progressive, and State Farm. See our cheapest car insurance shortlist for the comparison set.
- Confirm which Drivewise applies in your state. Ask the agent (or the quote tool) whether the quote reflects the rewards-only Drivewise or the full performance-based Drivewise. These are different products.
- Decide whether you can live with a potential surcharge. If the honest answer is "I drive late at night more than once a week," the expected value of Drivewise is lower than it looks.
- Consider Milewise instead if your annual mileage is well under 10,000. Milewise prices on miles rather than behavior and is available in a growing number of states2.
- Reassess at renewal. If the first performance period produced a surcharge or a tiny discount, that is a direct signal to re-quote.
Considering Drivewise? Quote three carriers first. Telematics is a lever on top of a base policy, not a substitute for shopping.

Common follow-up questions
Can my rate go up with Drivewise?
Yes, in states where Drivewise is a two-way program. Measured high-risk driving can produce a performance surcharge rather than a performance discount at renewal. California is the main exception: the California version is a limited rewards program that does not translate measured behavior into premium change under Proposition 10313.
Is Drivewise the same as Milewise?
No. Drivewise is behavior-based telematics. Milewise is pay-per-mile pricing, with a small daily base rate plus a per-mile rate. The two are separate Allstate products and have different state availability12.
Does Drivewise track my phone use?
Yes. The Allstate mobile app logs handheld phone use during driving trips in the states where phone-use measurement is permitted. Phone handling is one of the stronger negative factors in the Drivewise score1.
How long does a Drivewise measurement period last?
Drivewise measures continuously on an ongoing basis. Allstate recomputes the performance discount at each renewal using data from the prior policy period, so the practical cycle is typically six to twelve months depending on the policy term1.
How does Drivewise compare to Progressive Snapshot and Drive Safe & Save?
Drivewise and Snapshot are both two-way: measured high-risk driving can increase premium. Drive Safe & Save does not publicly disclose a surcharge mechanism; its worst case is zero additional discount at renewal. See our Snapshot explainer and Drive Safe & Save explainer for the full side-by-side.
